DVSA Driving Test Booking Rules Have Changed: What Learner Drivers Need to Know in 2026
The UK driving test system is changing — and for learner drivers, these new rules could have a big impact on how you prepare for your practical test.
The Driver and Vehicle Standards Agency (DVSA) has introduced a series of new booking restrictions aimed at reducing long waiting times and stopping the misuse of driving test appointments. According to recent reports, there are still more than 600,000 learners waiting for driving tests across the UK.

What Has Changed?
1. Learners Must Book Their Own Driving Test
From 12 May 2026, only the learner driver is allowed to book and manage their driving test through the GOV.UK website.
This means driving instructors can no longer:
- Book tests on behalf of pupils
- Change test dates
- Swap appointments
- Manage bookings for learners
The DVSA says this change is designed to stop third-party booking systems, bots, and test resellers from taking advantage of the system.
Although instructors cannot manage bookings anymore, learners can still receive help from family members, friends, or instructors while making the booking — as long as the learner is present during the process.
2. You Only Get Two Changes to Your Test Booking
One of the biggest changes introduced in March 2026 is the new “two-change limit.”
Previously, learners could change their driving test booking up to six times. Now, you can only make two changes before you must cancel and rebook completely.
These changes include:
- Changing your test date
- Changing your test time
- Moving to another test centre
- Swapping tests with another learner
Even swapping with another learner counts as one of your two changes.
Important:
Changing your date and time together counts as one single change — not two.
Once you use both changes, the only option left is to cancel your booking and start again, which could mean waiting several more months for another test slot.
3. Test Centre Changes Will Be Restricted
From 9 June 2026, learners will only be allowed to move their driving test to one of the three nearest test centres.
This rule is designed to stop people from booking tests in random locations across the country just to secure an earlier appointment.
For learners in busy areas like London, Birmingham, Manchester, and other high-demand cities, this may reduce flexibility when searching for earlier test dates.
Why Is the DVSA Making These Changes?
The DVSA says the reforms are intended to:
Reduce driving test waiting times
Prevent bots and resellers from hoarding appointments
Make the booking system fairer
Encourage learners to book only when they are truly ready
Driving test waiting times have become a major issue since the pandemic, with some learners waiting more than 20 weeks for a practical test.
The government believes tighter booking controls will help reduce wasted appointments and make tests more accessible for genuine learners.
